Nav Buoy WIP

The Nav Buoy is used in deep space and among the asteroid mining crews. Often seen floating in space, their simple design permits a reactor for mining operations to provide a strong signal through asteroid interferrance, as well as enemy jamming. Solar panels allow it to easily recharge at most angles, and aren't as vulnerable to snapping as its predacessors.
